Of what counterbalance does an upper house with the same composition as the lower house provide? It’s quite fanciful to think people will vote differently just because it exists, certainly the election results of Italy don’t suggest a willingness of Italians to alter their votes to accommodate the counterbalance minded intelligentsia.

@WorldbyStorm. All right maybe it’s a stretch for me to say that it’s settled but It can’t be denied that aren’t many socialist parties worldwide that have actively advocated upper houses as a vital component of a parliament.
