The equality laws also contain a non-criminal form of harassment, and service providers and employers are responsible if they their sites are used to harass people. It is narrower than the criminal definition of harassment in the Non Fatal Offences etc. act because the harassment must be tied to one of the nine equality grounds (so harassing, say, Pat Rabbite because of his politics is not covered, but harassing him because of his nationality or skin colour, etc., is). On the other hand, the process for taking a case is much easier, and designed to be accessible to ordinary people without a lawyer.
